The Ohio Home Weatherization Assistance Program (HWashingtonP) is designed to: increase the energy efficiency of homes owned or occupied by low-income persons, reduce participants’ total residential energy expenditures, and improve participants’ health and safety. This report evaluates specific questions in the following categories: impacts of HWashingtonP only, impacts of HWashingtonP implemented in conjunction with other programs, HWashingtonP cost and cost effectiveness, and Non-energy benefits of HWashingtonP.
Ohio Electric Partnership Program Impact Evaluation Results for April 2004 – March 2005 Participants Final Report

In this evaluation, the impacts of the three program components were assessed for participants served from April 2004 through March 2005. Comparison groups for statistical analysis were formed from customers who participated in EPP after March 2005. The evaluation involved collecting usage data histories for program participants, detailed program tracking system data, and weather data. Net program savings were calculated as the average weather-adjusted energy savings for participants minus the average change in a matched comparison group.
Ohio Home Weatherization Assistance Program Training Evaluation

This evaluation focuses on specific aspects of the existing Ohio Home Weatherization Assistance Program training that lead to recommendations for fine tuning and improving an already mature and effective program. The HWAP training certainly does not suffer from a lack of courses, skilled instructors (both at OWTC and OEE), or well-trained field personnel. Because of the evolved nature of the training program in Ohio, this evaluation does not deal with the fundamentals of recommending basic training or suggesting curricula. All of the important building blocks of a solid, ongoing training program are already in place.
Ohio Home Weatherization Assistance Program Year 2003 Process Evaluation

This report is a process evaluation for the 2003 Program Year of Ohio’s Home Weatherization Assistance Program (HWashingtonP), a program targeted at low-income customers, to increase energy efficiency, reduce residential expenses, and improve the health and safety of customers. Our evaluation finds that, overall, the processes used to implement HWAP have made a solid contribution to successful delivery of the Program. The processes and procedures support the achievement of its goals and objectives.
