An Evaluation Framework for a Portfolio of Research, Development & Demonstration Programs (Abstract Only)

This paper addresses an approach used to evaluate a portfolio of research, development and demonstration (RD&D) programs administered at the State level. Data were assembled to measure progress of projects according to certain criteria and compiled into an “accomplishments packet” consisting of quantitative and qualitative information. The packet was distributed to peer reviewers to assess the significance of the accomplishments. The results of the assessment are discussed. The applicability of the approach to the various types of projects and technologies is also presented. (Abstract only)
Energy Efficiency Portfolio Risk Management: A Systematic, Data-Driven Approach for Timely Interventions to Maximize Results (Abstract Only)

This paper describes an approach for identifying, quantifying, and managing risk that maximizes the probability that PG&E will meet its energy and demand savings targets. This paper provides concrete examples of how both primary and secondary data have been used to modify various parameters (e.g. net-to-gross ratios, installed units) that adjust the forecast and assess the probability of not achieving the energy and demand targets. The simulation results guide the selection of actionable strategies to manage this risk. Continuous monitoring of key portfolio performance indicators (e.g. installation counts and levelized cost) help determine the success of each particular strategy. (Abstract only)
Benefit Cost Analysis of a Portfolio of Energy Efficiency Programs (Abstract Only)

This report summarizes the benefit cost (B/C) model developed and used to estimate the costeffectiveness of New York’s public benefits programs. B/C ratios were calculated under a number of scenarios for 18 different New York Energy $martSM Program initiatives. Results are presented at the program level, sector (i.e., business/institutional, residential, and low-income) level, and the portfolio level. (Abstract only)
Efficient Building Equipment in Oregon: What They Got and How They Got It (Abstract Only)

In early 2003, the newly created Energy Trust of Oregon, Inc. launched the Building Efficiency Program to acquire large volumes of energy savings from nonresidential lighting and mechanical systems. The paper presents the findings from an impact and process evaluation addressing the program’s first two years. (Abstract only)

This paper describes the effectiveness of California residential appliance energy efficiency standards, and the role of codes and standards (C&S) programs as a highly cost-effective component of a portfolio of energy efficiency programs. The methods and recommendations in this paper will apply to many other states and other efficiency program portfolios. (Abstract only)

In 1999, the California Residential Lighting and Appliance Program, a multi-year market transformation program was launched within the service territories of the four investor-owned utilities. A primary objective of the Program is to increase the knowledge of sales personnel and increase their motivation to sell energy efficient lighting products and appliances, eventually leading, over time, to an increase in the market share of ENERGY STAR-qualifying equipment. Information was collected to test the hypothesized causal linkages between training of sales personnel and increasing the availability of energye fficient products and changes in the in-store experience of consumers shopping for appliances and lighting products. Tracking Market Shares of High Efficiency Measures in California' Sector (Abstract Only)

California's ratepayer-funded energy efficiency programs are dedicated to transforming markets to a higher, sustainable level of energy efficiency. The evaluation of market transformation initiatives requires knowledge of baseline market conditions and changes relative to that baseline over time. This paper discusses the development and results to date of efficiency market share tracking efforts in California's residential sector, as well as lessons learned from this effort. (Abstract only)
