Final Report: The New Hampshire Electric Utilities’ Low-income Retrofit Program-Impact Evaluation

The Low-income Retrofit Program, marketed as the Home Energy Assistance Program, is designed to help income-qualified customers manage their energy use and reduce their burden in New Hampshire. This report is an evaluation of the program’s energy savings. The six main objectives of the evaluation are:

  •  Determine total annual energy savings from the program;
  •  Explain reasons for discrepancies between each utility’s tracked and verified savings;
  •  Review the systems and methodology currently employed;
  •  Review and verify electric and non-electric program savings estimates;
  •  Differentiate evaluated savings by utility service area;
  •  Identify other opportunities to improve household energy efficiency. 

New Hampshire Large Business Retrofit Program Evaluation

This report is an impact evaluation of the New Hampshire Large Business Retrofit Program. The program targets large business customers (with demand of 100 kW or greater) for efficiency retrofits. The evaluation focuses on total energy savings, tracked and verified savings, and includes a review of current tracking methods and customer satisfaction survey of program participants.
