The paper examines how the process of producing energy savings in energy efficiency programs can be compared to the Total Quality Management approach to process control for an industrial process producing manufactured products. The comparison indicates how a process of continuous feedback and process improvement can be appropriately designed for energy efficiency programs. (Abstract only)

This report is a market progress and evaluation report (MPER) of the Energy Star Homes program run by the New Hampshire electric utilities. This document is volume one, which contains the findings and analysis. The second volume contains the research instruments. The New Hampshire ENERGY STAR Homes program is a fuel-neutral program to address all aspects of the residential new construction and major remodeling markets in New Hampshire. The program’s overall goal is to increase the number of ENERGY STAR homes built in New Hampshire each year, with a specific goal of having 375 Energy Star homes under contract by December 31, 2003.

This report is focused on identifying process enhacements to improve program delivery and ensure that program goals are met for the New Hampshire Low-Income Retrofit Program. The objectives of this study are:
- Evaluate the effectiveness of the marketing approaches and recruitment processes;
- Evaluate the delivery process of each step of the program process;
- Evaluate the project screening process as it is performed in the TREAT and OTTER system, including projected and actual measure mix installed;
- Evaluate satisfaction among the parties in program operations;
- Identify best practices among the program delivery organizations;
- Assess program strengths and weaknesses;
- Identify barriers to participation; and
- Develop appropriate recommendations.

The New Hampshire Residential Lighting Program promotes energy efficient lighting products through a catalog selling discounted qualifying bulbs and fixtures and by offering instant rebate coupons at participating retailers. This report is a process and impact evaluation of the program. The New Hampshire Residential Lighting Program is sponsored by Public Service Company of New Hampshire (PSNH), Unitil Energy Systems, Inc. (Unitil), New Hampshire Electric Cooperative (the Co-op), Connecticut Valley Electric Company (CVEC), and Granite State Electric Company (GSECo).
