This report critiques Tri-State Generation and Transmission’s proposal as presented in its October 2005 Electric Least-Cost Resource Plan Annual Progress Report, and a presentation made to the Colorado Public Utilities Commission on February 1, 2006. These sources of information, along with information on its website and elsewhere, present Tri-State’s rationale for building three new power plants and why conventional coal-fired plants are the preferred alternative.
