Abstract

This study is the second market progress evaluation report for the LightWise program, which provides incentives to manufacturers to increase the production of energy efficient screw-base compact fluorescent light (CFL) bulbs for the residential market. In order to gain a better understanding of limited product availability, high first cost, and limited consumer demand, an in-store audit was done in November 1998. In addition, in depth interviews were done with manufacturers, a survey of 500 consumers was completed, program data and interviews with program contractors and staff were reviewed, and CFL programs in California and the Northeast were assessed.
