This report summarizes the benefit cost (B/C) model developed and used to estimate the costeffectiveness of New York’s public benefits programs. B/C ratios were calculated under a number of scenarios for 18 different New York Energy $martSM Program initiatives. Results are presented at the program level, sector (i.e., business/institutional, residential, and low-income) level, and the portfolio level. (Abstract only)
