2013 State of the Efficiency Program Industry

Eight years ago, the Consortium for Energy Efficiency initiated the Annual Industry Report through a survey of members and other efficiency program administrators to discover the size and momentum of the industry by measuring program budgets and impacts. Thanks in great part to the resources and cooperation of the CEE membership, CEE is able to collect data directly, at an incrementally granular level, and with enhanced consistency. In 2009, CEE joined forces with AGA and the Institute for Electric Innovation. By coordinating their mutual information needs, the three organizations have developed a more comprehensive reporting process with a lower burden on respondents. This document presents the results of the 2013 survey.

CEE 2013 Annual Industry Report Errata

Canadian Electric Savings

Please note that a data reporting error caused Canadian electric savings to be incorrectly low in the CEE 2013 Annual Industry Report. In Figure 24 on page 43, Canadian and binational GWh savings, respectively, should be as follows:

• 404 GWh and 8,413 GWh in the residential customer class
• 36 GWh and 622 GWh in the low income customer class
• 1,300 GWh and 11,483 GWh in the C&I customer class
• 131 GWh and 3,743 GWh in the “other” customer class
• 1,477 GWh and 3,599 GWh not broken out
• Ratepayer totals of 3,350 GWh and 27,859 GWh
• "All sources" totals of 3,350 GWh and 28,714 GWh

Likewise, the first sentence in Section 5.1 on page 42 should indicate that the total estimated incremental energy savings from electric energy efficiency programs in the US and Canada were approximately 28,000 GWh, instead of 27,000 GWh. CEE has added a quality assurance procedure to help prevent this type of error in the future.

US Natural Gas Savings

Please note that a data reporting error caused natural gas savings in the Northeastern United States to be incorrectly low in the CEE 2013 Annual Industry Report. In Figure 27 on page 46, Northeast gas savings should be as follows:

• 2,455 MDth in the residential customer class
• 634 MDth in the low income customer class
• 218 MDth in the multifamily customer class
• 2,415 MDth in the C&I customer class
• 0 MDth in the "other" customer class
• 7 MDth not broken out
• Ratepayer total of 5,729 MDth

In the same figure, the US subtotal and binational totals, respectively, should be as follows:

• 10,577 MDth and 10,958 MDth in the residential customer class
• 1,654 MDth and 1,857 MDth in the low income customer class
• 1,615 MDth and 2,005 MDth in the multifamily customer class
• 17,638 MDth and 26,426 MDth in the C&I customer class
• 1,736 MDth in the “other” customer class (for both)
• 7 MDth not broken out (for both)
• Ratepayer totals of 33,207 MDth and 42,990 MDth

CEE has revised a quality assurance procedure to help prevent this type of error in the future.
